A Discourse on Access: What Malaysia's Social Media Ban Gets Right, and What It Misses

On June 1 2026, Malaysia rolled out one of the strictest social media regulations in the world. Under the Online Safety Act 2025 (ONSA), the Malaysian Communications and Multimedia Commission (MCMC) now bars anyone under 16 from registering a social media account, and requires every existing user, both adult and minor, to verify their age before continuing to use the platforms. The regulation targets major platforms with over 8 million users in the country, including Facebook, Instagram, TikTok, and Youtube. Verifications run through MyKad, a passport, or Malaysia’s MyDigital ID system, and non-compyling platforms carry a fine of up to RM10 million. A grace period running until July allows users under 16 to download and transfer their data before their accounts are restricted, while age verifications for existing users are being rolled out progressively in the span of 6 months to give platforms time to set up the necessary systems.
This is not Malaysia pioneering age restriction bans over social media alone; Australia spearheaded this policy in December 2024; Indonesia and Brazil followed with their own version of age restrictions in March 2026. Malaysia’s approach however, sits at the stricter end of that emerging spectrum: a blanket account ban backed by government-ID verification, closer to Australia’s model than to Singapore’s, which opted for app-store-level age gating instead.
The justification is about as straightforward as policy justifications get: cyberbullying and online sexual exploitation of minors are very real, well-documented harms. According to a UNICEF report on the Disrupting Harm in Malaysia survey, 24% of children reported having encountered sexual content online either through advertisements, social media feeds, search engines, and messaging apps. More alarmingly, 4% of internet-using children aged 12-17 had been subject to overt forms of online sexual exploitation such as coercion into sexual conduct, and shared sexual images without permission.
It is important to note that data was from 2022; still separated from the conversation of the wide proliferation of generated AI as we are familiar with today. The true scope of the current problem is therefore likely understated by the fact AI has become instrumental in lowering the barrier to producing sexual contents at scale, or even in some reported cases powering chatbots that groom children. Moreover, Malaysia also ranks second for cyberbullying among youth, where one out of four parents reported that their own children have experienced cyberbullying. When pitched purely as an access-control measure, the ban has a reasonable shot at doing what it sets out to do.
However, access is only the half of the story, and it is the half that is the most straightforward to legislate. While the danger that prompted this law, like predatory adults seeking out children online, do not disappear just because a 15-year-old can no longer own an account. Shared devices, a friend’s login, and parents’ account are easy loopholes around age restrictions that can be thought of in seconds. What gets far less attention in the policy conversation is a different kind of harm altogether: the slow erosion of attention and cognitive development among the youth.
While brainrot is not an age-restricted problem, as adults are exposed to the same content, on the same platforms, run by the same algorithms, what makes it comparatively more dangerous for children is that their brains are still in a period of high neuroplasticity. Unlike the adult brain, a child’s brain is still rapidly absorbing and internalising its environment in ways that leave it far more susceptible to exposed patterns of consumption. The adolescent brain responds differently to the dopamine-reward mechanism than the adult brain does, making teenagers more susceptible to compulsivity and vulnerability to what they are shown, precisely during the formative years where learning how to learn matters most. The conversation of age-restriction should not stop at the harms commonly mentioned. The psychological cost of constant, unsupervised exposure to content that was never designed in the best interest of a child’s developing mind creates a secondary layer that does not make it any less important.
Brainrot: Dopamine by Design
Call it brainrot: short-form content, commonly plotless, algorithmically engineered to trigger an overflux of dopamine response rather than for the sake of telling a story. This has become more than a made-up word circulating on the internet; it entered the Oxford English Dictionary as a new addition in 2024. Much of it trades in the surreal, AI-generated mashups of animals, objects, and human features stitched into images and clips that make sense only in their own absurd terms. Most people have already been exposed to the most popularised version of it without knowing the genre’s name; the crocodile shaped like a fighter jet with an Italian sounding name, or the teacup crossed with a ballerina mouse hybrid.
On the surface, this extreme absurdity represents an outlet for playful rebellion in deconstructing the rigidity of real-world logic. However, there are real cognitive stakes to reoccurring consumption at a volume. Contents that are nonsensical, overstimulating, low-effort, highly-addictive, offer instant gratification has been linked to cognitive overload, shortened attention spans particularly for young developing brains, and difficulty distinguishing reality from fantasy. Fast-moving images without a coherent context can also interfere with linguistic, social, and moral development of a child, as plotless content removes the need for empathetic engagement that traditional storytelling features, usually a cartoon character’s arc or moral lesson that gives a child something they can relate to. Broadly, research has linked high social media use, roughly two hours or more a day, to slightly stunted development of the cerebellum, the part of the brain responsible for coordinating movement, language, emotion, and attention. The effects can compound over time, as prolonged exposure conditions the brain to treat absurdity as the baseline for “interesting”, pushing it to seek increasingly absurd content to keep up with increasing dopamine thresholds. All of these impacts on children’s cognitive development deserves a spot in the policy conversation, not as a footnote, but a separate harm worth naming on its own term.
What the ban changes: the access layer, and the pushback
The regulation has drawn a number of instant pushbacks from industry coalitions and digital rights advocates alike. Most criticism centers on the eKYC/MyDigital ID verification system and the data privacy concern it raises and how it might infringe on users’ right to remain anonymous, particularly for the social media companies that are now required to handle sensitive data at scale. The Malaysian regulation draws both obvious comparisons to Australia’s, given the shared rigidity of both approaches, though the Australian version is seen as a more measured of the two since it does not mandate ID-based verification the way Malaysia does. Australia uses “reasonable standards” of age-verification methods, requiring platforms to offer other less invasive alternatives that do not involve government-issued ID.
The contrast is more stark with Singapore, which has taken an arguably more privacy-conscious route: operating under a Code of Practice targeting App Distribution Service to major app stores like the Apple App Store, Google Play Store, Samsung Galaxy Store and Huawei App Gallery, rather than at the platform themselves. The approach is more targeted in the scope, but it sidesteps data exposure risks by funnelling millions of users through more centralised and narrower identity verification systems rather than the individual platforms.
Critics have also questioned the ban’s effectiveness, stating that barring an account does not equal zero exposure, especially not with easy workarounds that the new law still has yet to address. With children surveyed between age of 12-13 have shared their smartphones with someone else, and the easy internet access through school computers or internet cafes, there is still a good chance of bypassing age restrictions. Here, the policy gap comes into play, as the new law mainly targets access, not consumption. The ban may change who is allowed to hold an account on the basis of age, but it has limited impact to what the algorithm serves, what other workaround it may create, and therefore what cognitive and psychological toll that content takes regardless who has access.
The distribution layer: who can afford the alternatives?
Furthermore, there is a structural problem hiding underneath: the ban operationalises enforcement almost entirely at the level of the individual (especially the parent), sidestepping the fact that internet safety is a collective responsibility. For many young people, social media is not a mere incidental and picayune entertainment source, it is also a group chat that holds a friendship together, the space where interests are shared, and sometimes the only entertainment available at all. For plenty, streaming platforms like Youtube become a source of free education and the window to the outside world for things that would otherwise stay out of reach. This is also where class enters, and where the ban’s effects start to be diverged by households. A child with access to alternative self-enrichment activities, whether it is through sport, tuition, hobbies, or travel will indefinitely absorb the loss of social media access fairly painlessly. An account restriction would just mean plenty of other ways to stay socially connected. However, for a child whose phone is the primary and only source of entertainment, this would mean losing a great deal of their social world and their sense of being connected to their peers.
While a policy around age-gating does not create this gap, it would require a shift to platform design regulation and verification that preserves privacy, avoiding a tradeoff between safety and data exposure. With many countries rolling out social media bans before Malaysia, there are certain regulatory aspects that can be emulated through their varying levels of execution: Indonesia opting to categorise platforms into high-risk websites (autoplay, infinite scrolling) vs low-risk websites (educational software, e-commerce), and Singapore’s App Store-level age gating. Furthermore, for “brainrot” content specifically, Brazilian’s approach to prevent compulsive use by banning infinite scrolling, reward systems that create urgency, and behavioral profiling techniques that directs content at children and teens, highlights that setting clearer targets in the design layer is not only desirable, but enactable. This is provided if the regulatory enforcement is given the time and infrastructure it needs to flesh out, especially on clearer guidance, monitoring frameworks, and better-defined priorities.
If the goal is to genuinely protect children from the harms of bullying and exploitation, and from the less-featured cognitive toll of content manufactured to be addictive, age-gating alone does not get us there. Without being coupled by solutions aimed at the content and design level, it may just be symbolic. Platform-design and content regulation, privacy preserving verification that does not require handing over sensitive ID data, and the real attention to what is accessible to children outside the screen are all equal parts of an answer. As it stands, the new policy addresses one layer and leaves the rest of the iceberg mostly untouched. References: 1.
